This would force the Federal Government to operate within specific fiscal limits, to use industry-acceptable accounting practices among all branches and divisions, and to rank programs according to importance in order to implement spending triage decisions. This Amendment would make off-budget items illegal and prevent the further indebting of America through sending money overseas in the form of international aid unless money is available for such a purpose.
